Licensing Microsoft 365 can feel like a jungle: E3, E5, Business Premium, F1, F3, plus dozens of add-ons. Yet behind it all sits a clear structure of four families. Once you understand them, you can assign licenses precisely – and stop paying for features nobody uses.
The four families at a glance
Microsoft groups its plans into families with different scopes. From budget to comprehensive:
- Frontline (F1, F3) – for staff without a fixed desk (shift, warehouse, service). Mobile-first, low-cost, streamlined.
- Business (Basic, Standard, Premium) – for small and midsize businesses.
- Enterprise (E3, E5) – for midmarket and large enterprises, with no user cap.
- Add-ons – supplementary licenses (e.g. Power BI, Visio, Project, Teams Phone) purchased individually.
Frontline (F): the essentials, mobile

Business: the SMB segment (up to 300 users)
The Business family (Basic, Standard, Premium) targets small and midsize businesses. Important: it is capped at a maximum of 300 users per tenant – and that limit applies to the entire Business family combined. Enterprise (E): unlimited and comprehensive
E3 and E5 are the Enterprise plans – with no 300-user cap and the broadest feature set. E3 is the complete Office and productivity suite; E5 adds advanced security, compliance, analytics and telephony on top. Whether the E5 premium is worth it depends on how much you actually use. → E3 vs. E5.
Add-ons: the double-cost trap
Add-ons such as Power BI Pro, Visio or Project are assigned individually. The catch: many of them are already included in the larger plans (Power BI Pro, for example, in E5). Buying them separately as a standalone means paying twice – one of the classic cost traps.
